Question about Dunwich Legacy player cards

Hi

I have a rules question about 2 Dunwich Legacy cards that have similar effects. Both Bind Monster and Bait and Switch have Evade abilities. However, within the text they indicate that they get an effect if the enemy is non-Elite. My question is this; can they be used against Elite enemies but you don't get the added affect?

They both say "if you succeed" and the rule reference indicates what happens when an Evade action is successful i.e the enemy is exhausted. So, if used against an Elite enemy, would the enemy become exhausted but not bound, or moved? The only reason I'm confused is the use of "evade the enemy" in the text, as this may mean these two cards only work if the enemy is non-Elite.

Bind Monster says

Evade. This evasion attempt uses Willpower instead of Agility. If you succeed and the enemy is non‑Elite, evade it and attach Bind Monster to it.

Bait and Switch says

Evade. If you succeed, if the enemy is non-Elite, evade the enemy and move it to a connecting location.

You could use both on Elite monsters. However, with Bind Monster, it can't attach, so all you gain is doing an Evasion test with Willpower instead of Agility.

Bait and Switch, though, is a regular Evade test, and the benefit wouldn't apply to Elite. That card would be useless. Just initiate a regular Evade test and it would have the same effect.

The Bind Monster use was exactly what I was angling for; I'm playing Agnes so wanted to use Willpower instead of Agility. Just included Bait and Switch as it had similar wording.

Why not just use Blinding Light? Evasion attempt using Willpower, but also does damage. Much better suited for Agnes.

I'm thinking of including both in the deck to increase the number of Willpower Evades I can do. I've so far found Agnes to be a bit fragile if I don't see Shrivelling, so wanted some ways to get out of the way of enemies until I can draw one. This also gives me a way of locking down an enemy pretty much every turn if we don't want to attack it.
