Not sure what the question is here, but Dramatic Flourish, unlike most other attacks, is vs. Target Discipline (WP) rather than vs. Target Defence. This makes it an opposed roll rather than a default roll; still if your Str is higher than your opponent's WP, it's no more difficult to pull off than a Melee Strike. Consider an opponent with armor and tower shield. That's 3 Misfortune dice added to a Melee Strike. But such a character might still be damaged by a Dramatic Flourish which can bypass his defenses (defense value doesn't come into play in opposed check vs. WP). If we assume NPCs take wounds instead of Stress (as was clarified concerning fatigue in the FAQ), Dramatic Flourish can cause damage even if you miss.

Or is your question about using boon effects if the attack isn't successful? I believe that the way the card is worded, you would cause up to 2 stress (= wounds) if you rolled 3 boons, even if you had no successes. Since the attack was not successful, you would not place any recharge counters on it and it could be attempted again the next turn. Very neat and colorful action IMO.
