I have a doubt with these two. I can move ay speed 2 or speed 1 if I am engaged and activate squadrons with Chirpi?

There's... A couple of threads now that are devoted to Ketsu Timing. In short, its tricky to actually know .

If you believe timing of the changes are at the same time - then resolve the effects in the order of First Player First, then Second Player...

If you believe the timing is different, then apply in the order of the timing they apply. Of that, I can't help you... Some believe Ketsu is "all the time" so it applies first, whereas timings that happen "while activating" are secondary and applied afterwards.

My guy feeling is the latter - ketsu first. Then 'while' timing.

It's easier to implement and makes her more consistent.

I just wish I knew for sure.

RRG: A “while” effect can be resolved during the specified event and cannot occur again during that instance of the event.

As I understand, as soon as a squadron arrives at distance 1 of Ketsu, its speed is reduced while there.

I didn't even question it, ketsu slows you down under all circumstances. But vector can get you back up to speed 2, unless you get heavy from an intel.
