That clause is a relic from when Check Pilot Stress was not part of the execution of the manoeuvre.

The sequence is thus:

Execute manoeuvre.

Receive stress.

Fail to take action, because you're stressed.

(Unless you have Chopper crew or are Tycho Celchu)

Remember, the "check pilot stress step" is the worst name for a step in any game, ever. It is absolutely NOT the step where you check whether or not you have stress to decide if you're allowed to take an action or not, like you would think from the name. It's actually the step where you check the color of the maneuver you just did to decide if stress should be added (if it was red) or removed (if it was green) or neither added nor removed (if it was white).

The step really really REALLY needs to be renamed to the "check maneuver color and add or remove stress accordingly" step.

Or "update pilot stress".
