I wouldn't mind seeing a Rebel Version of Fenn Rau piloting a Phantom II shuttle. Also wouldn't mind the Shuttle having a slightly different title, still allowing it to dock, but providing some alternate way to use the Ghost/Phantom.

its a Sheathipede -class transport shuttle so the title could be Phantom II
As for this hypothetical Sheathipede expansion, I think Kalani would be a good crew card as well.
As for Saw, playing up the ruthlessness angle, why not something like this:
When attacking an enemy, for each damage card you assign to a friendly ship within range one of the target, you may add a hit result to your roll.

Except the Phantom II is actually a new ship, and is an established class of ship.
I'm sure it's quite a ways down the road... but the Phantom II will might get to the game in the next Rebels Aces pack following the inevitable "Vets" box. Unless it gets blown up in this season on the TV show. I figure an ALL "SW:Rebels on DisneyXD" Aces box is going to happen eventually and if FFG doesn't throw up an Iron Squadron expansion, they just gotta do the new attack shuttle so it still could get here in single ship blisters...
I hope Saw comes with a Partisan expansion but unless he flies something or FFG puts out the stolen cargo shuttle- I can't think of the most logical place to include him.

It's not a reskin, it's a totally different ship that got the same name because previous one was destroyed, it's a tribute to old phantom.
