Oh man, Thanks! I had considered strategic could make them less a gimme 45pts by letting them spread them out but totally forgot that them moving it under me would give it to them.

I think it is a good formula. 4 activations is still respectable enough. I would drop DTTs on ISDs in the favor of more classic LS/OE/XI7 approach and drop Gunnery team from the second ISD (unless your plan is to use it for AS shots). Replacing 1 Int with Valen Rudor is a good idea.
