Nice write up and interesting deck build! As always, the 5 out-of-class cards are the big decision. I'm not sold on Double or Nothing. Assuming you have a weapon, it is only beneficial against enemies with more than 2 health. Any enemy with 3+ health likely has 3-5 combat strength. If you double their strength, even Zoey with a weapon and beat cop will struggle to succeed. I would rather just spend 2 actions that are almost guaranteed to hit. In my build, I instead used 2x Drawn to the Flame for more clue options. If you draw an enemy, then that's just more resources for Zoey! For my last card I am using Liquid Courage since she has the rare combination of high willpower and low sanity.
For other guardian cards, I think Guard Dog could work nicely for her, at least until you get upgraded Beat Cops (I would probably take out the dogs for Police Badges). I'm not a big fan of First Aid either. Too expensive, too many actions, and not enough benefit. Liquid courage is cheaper, has more uses, and is potentially twice as effective. I'm almost tempted to make that 2x and take out one Drawn to the Flame.
I also wonder about her cost curve. Even if she gets 1 extra resource per turn on average, she has a lot of expensive cards. You want to get out a weapon and an ally ASAP, which costs between 6 and 8 resources. Rite of Seeking is another 4 resources. By that point you have already used your starting 5 resources plus 3-4 more turns worth of resources, assuming 2 per turn. I just don't think she can afford to leave out Emergency Cache and it'll be awfully tough to use Physical Training, let alone the Dynamite Blasts.
I wouldn't run Zoey solo anytime soon.
My build for her is multiplayer, so no need for rite of seeking or drawn to the flame.
I agree with teamjimby that double or nothing is not needed tho.
Those slots should be used on something far more valuable, like lucky! or ward of protection.
I also have liquid courage & guard dog in my deck as I plan to use her as a tank.
Furthermore, I do got 1x fire axe in there: it's great mid/late game when you got the resources and a boss needs to go down fast.
We'll see how effective Rite of Seeking is. Getting 2 clues with 1 action is really good, especially if it means your tank can remain effective between killing enemies. It just feels like such a shame to not take advantage of her 4 willpower (5 with a Police Badge). Maybe the 4 resources and potential to lose actions will prove to be too expensive, but I want to at least try it out. Lucky and Ward of Protection are generically good in every deck, but I'd rather not include them in every possible deck.
I think double-or-nothing might not be a bad include, but it seems to me like you'd want to use it on Rite of Seeking rather than combat. At a low shroud location doubling the difficulty isn't too bad, and Zoey could ****** up to 4 clues for 1 action and only 1 charge off of Rite of Seeking. I agree with Teamjimby's concerns about using it for combat though.
