When you discard your top command dial do you set a new one or go to the next one in your stack?

Pick up the Top Dial.

Put it aside.


Do nothing else.

Ergo, you're basically going down to the next dial that has already been set.

The only time there's no dial there, is if you put a Skilled First Officer on a Command 1 ship..... Or you decided to use skilled first officer after someone made you discard a dial with the Crew Panic Critical hit, in which case, the question is still "Why did you do that?"
