Do PCs begin playing with a Contribution score of 1 or 0? I know I must've read it somewhere, but I'm unable to relocate the page where I found it previously.

Contribution Rank starts at 0. Page 50, second sentence.

Edit: however, nothing wrong with the GM bumping it up a rank or two at game start, especially if you're starting the party off with extra XP/credits. Depends on the feel you want for the start of the game, and how fast you want ranks to accumulate.
