The 'mission setup' section in the rules reference says:

"4. Deploy Imperial Figures: The Imperial player deploys figures on the map as indicated in the diagram."

Consider a class card from the new Hutt Mercenaries deck, Guild Hunters, which says:

"When you deploy a (mercenary) figure, that figure gains Hidden."

If I have this class card, do mercenaries deployed as part of the mission setup gain Hidden?

To make it even more confusing, consider the same question for the Agenda card "Quiet Entry" (from ISB Infiltrators deck):

"...play this card when you deploy a Trooper or Spy group. Each figure in the group gains two movement points and becomes Hidden."

Can I play Quiet Entry on a squad deployed as part of initial setup? Can I spend the movement points straight away?
