Epsilon ace question

I haven't seen this asked anywhere but i apologize if it's already been answered, or if the answer is obvious, but would Epsilon ace deploy at ps12?

The card reads: 'while you do not have any damage cards, treat your pilot skill value as "12" '

Now, the way i'm understanding it is that he would deploy at ps12, but i'd accept being proven wrong

Constant effects that alter Pilot Skill are taken into account when determining deployment order (e.g. Veteran Instincts), so yeah.

The only pilot skill alterations that aren't considered when deploying are those with a timing window that can't be satisfied outside of game rounds (e.g. Roark) or those that aren't in effect until after deployment (e.g. Adaptability, because you don't officially pick a side for dual upgrades until you deploy the ship).
