Im curious for building a list that in most cases will out PS some or all of the defenders in a list.
what is the most popular Defender Pilot?

Ryad or Vessery, from my experience.
Yeah I'd say since the Veterans pack, Ryad shows up in the most lists, closely followed by Vessery.
Brath still yet to make waves.
Ryad and Vessery. But I only use Stele. I like his ability a lot. Ryad is too predictable to me. Vessery seems better with the D title to get the most out of his ability.

Ryad is the most popular, but she is often paired with Vessery or a Glaive, who are both PS 6. If you're looking to consistently out-PS Defenders, I'd bid to PS 7.

If it could hit anything outside of a ghost and a decimator. Which it can not. Damage output is properly lower than Ryad or Vessery.

However, I remain convinced that a Brath/Vessery duo (who is VI'd to 8) with TIE/d titles has a lot of potential to do cruel and unusual things to a great number of lists.
I'm honestly not sure why we don't see Brath more, he has always been amazing at taking out lots of ships that otherwise cause problems. Pre-Veterans, I used to love putting an HLC on him and having him shark his way up the table, keeping at range 3 and out of the fight until my other fighters had taken the shields down on something big and slow: Y-Wings, any PWT, K-Wings, B-Wings... most of them really could not withstand more than one or two shots from that guy. You just have to be very very good at using the rest of your squad to tangle up your opponent, because most of the time they try to race past the miniswarm to get to Brath.
But now, with /x7, he trades those long range knockouts for being able to mix it up with the rest of the squad with less fear of being focused into oblivion. But his ability is amazing against lots of ships that currently dominate the meta. Especially since many players take the new damage deck over the old, thinking it to be the less punishing deck. But then suddenly, you take a range 1 shot from Brath and it's hit hit hit crit, and that crit was Major Explosion, and you take a second crit from the roll, and once everything resolves.... focus token. Once more, with feeling!
Incidentally, have you ever seen a Lothal Rebel die on turn two with only two ships shooting at it? Because I have, and it is spectacular...

I've tried them together numerous times, they really don't synergize well. Vessery needs TLs, but Brath wants to Focus a lot. You can get in a third ship, but then the opponent just kills it because whatever it is won't be nearly as good as the other two at living, and by doing so they gut Vessery.

Well she is going to do a k turn if she is stressed. I guess other defenders are more than likely going to k turn too. But she is going to without a doubt. Especially if she doesn't have MKII engine on her. I see it a lot.
But I guess that's my take on it.
If you want a really unpredictable Defender, fly a Glaive with /x7 and Wired. It's loads of fun.

She could also go straight. And people really should be flying Mk. II Engines on her. So, basically, whoever you're flying against needs to learn how to play Ryad.

With VI and Tractor Beam on Vessery, and PtL and Ion on Brath, and TIE Mk II on both, you have enough left over for Wampa or a higher priced backup. Don't chase the Focus on Brath. Use the fact that they're both PS8 to pick the firing order (Vessery shoots first generally, both to apply the TB and to use the TL from Brath).
At worlds, many people took PS7 Maarek in order to shoot before the more popular Vessery and Ryad.
