There is no limit stated and it's a free trigger, so you can use it multiple times during a single test, as long as you can pay for it.
What he said. Unlimited usage so spend as many resources as you want and get that much of a bonus on that attempt.

I had 2 of these in my Roland deck. But, I never had any spare resources to use it. So I swapped them out.
yes, but each skill test you need to pay the resources separately. If you decide to make a second Fight test, you don't keep the bonus from what you spent on the first.
They are extremely handy cards to have, but not all that efficient. To really get your use out of them, you're going to want to have access to some great resource acquisition. Consider Burglarly if you can slot this Rogue card into your deck. It's very handy.
Definitely a great card to have two of, but you need quite a bit of resource generation to use it efficiently. There will be an upgrade to Emergency Cache in Blood on the Altar, but unfortunately it just adds card draw. Hopefully something else comes along.

The trick in using any of the Skill Talents is in knowing the odds of whatever Chaos Bag you're dealing with. On Standard Night of the Zealot, for instance, being even on skill with your target number is roughly a 25% chance of success. Going to +1 takes you to about 50%, and going to +2 takes you to about 80%. After that diminishing returns really badly sets in.
So you don't have to think about these things as huge buy-ins to get value. You just have to think about them this way:
In an average game, is it worth 1 resource to me to double my success chance on a test? Or if you're already at +1 over target number, is it worth 1 resource to get me another 30% chance of success?
They are reliable ways to churn out additional expected value from your Chaos Bag draws. If they were any cheaper to put into play, they'd probably be too good.
