PCs being hunted

I'm interested in any advice for running a game with a secretive type nemesis. My group is about to head into a run I've based off of Die Hard. They are breaking into a gov building to install a virus while the only npcs are roughly 20 lower minion lvl civilians they need to take hostage to buy time. One of which will be a total bad ass and slip away and attack when they separate.

I figure this will be treated the same as being in a jungle with a predator hunting the characters but we're all pretty new and looking for advice to prep this scenario. I have floorplans and such but any suggestions on small events that could happen I would love.

How about they run into an Inquisitor?

If Jedi, an inquisitor, if not Jedi could go with Imperial Specops and create a dude/dudette as a recurirng badguy. I've had to do this for a huge plan I've got, thanks to a fellow forumite I'm using 3x5 cards for things and my life has become much easier because of it. 2 NPCs were designed for this that are somewhat scary.

I would make it clear that the PCs need to move around the building, either with the hostages or by themselves. If they are just staying in one place the only thing you can do is have Bruce of the Whills attack them. If they are moving around he can repeatedly assault them.

My layout for this adventure would be as follows:

PCs enter building at night and meet their contact, an inside man who is acting as their guide through the building. Inside man explains the steps needed to load the virus.

Step 1 - cut power - this causes three things to happen; the building enters lockdown mode, the data relay to automatically shuts off, and a remote distress beacon is activated.

Step 2 - disable the distress beacon - There exists a 30 minute window in which the distress beacon can be shut down with an all clear command. The contact knows this command but he has to enter it directly into the beacon's console (located on the roof).

Step 3 - access servers and install virus

Step 4 - turn power back on to disseminate virus through network.

They make their way to the lower levels and shut down the power thereby putting the building into lockdown.

Once in lockdown they make their way upwards bypassing the security doors but stumble onto a Lifeday party.

Now they need to decide on how they are going to deal with the hostages, how they are going to move around the building, ect.

I would suggest that they succeed on getting the contact to the roof to disable the beacon but that he then becomes the first victim of Bruce of the Whills. Perhaps a security door turned into a trap that slices through the first person to try and go through it.

The key is that Bruce of the Whills can somehow move through the building more easily than they can. He sets up ambushes and traps where he tries to pick off single party members before disappearing. He figures out their plan and does what he can to disrupt it. Perhaps culminating in a stand off where the building's power is counting down to a self destruct and he has finally revealed himself to the party and full combat with him can take place.

The most important thing is to have the bad guy use hit and run tactics. He cannot stay and fight in this system. Single enemies do not stand long against a group of PC's. Have him set lots of traps. As in he shoots once, runs through a door. PC's follow, trigger an IED when they open the door. Then he shoots again, runs up stairs. PC's try to follow, he spilled lubricant on the stairs, causing falling damage. Then he shoots a PC that is separated. Continue as needed.

These are both awesome and exactly what I was needing as inspiration. To create a sense of necessity to split up I was trying to think of a reason the hostages would need to be watched over and not, let's say, locked in a room and left
