Could be for any number of reasons and for any of FFG's games, not just X-Wing.

Does it matter? Your friends are quite capable of keeping themselves updated (one might even expect it of them), you have no idea as to locality, the guy might be on a different continent altogether, having been banned for playing a different game.
The guy is banned, that's all we need to know.

Sounds like a great way to keep shady players out of the tournament's.
Of course noone is ever expected to produce identification at an event so I guess it's not a great way to keep shady players out of the tournaments after all.
Most of the time, the player is known in that games community.
