Yes you can. But you can't go above 2 at creation, unless it's explicitly written in the race description (Corellian Human is the only i can remember)

Yes. You GET the ability to put ranks in the skill without paying the non-career skill penalty.

You have the ability to put ranks into all of those skills listed for your career and specialization.

You get 4pts (Career) + 2pts(Specialization) (6 total) to put ranks into skills.

If you have the skill in both Career and the Specialization, then the most efficient, point-saving way to use the ranks is to buy the skill twice to start with two ranks in a skill. This is an efficient move considering that it would cost 10pts with in-game experience to purchase the 2nd rank later.
