Component Misprint?
The components will win out over the rules. It's cheap to do an errata to the rules and expensive to relayout the die for the component sheet. Fact of life.
Without checking my copy for what I have, but did you verify that you have all five sheets? They are numbered so it's easy to tell.

Actually I had received 2 number 1 sheets and was missing number 2. Got my replacement number 2 board today and did the component check; 2 out of an alleged 4 of the shallow/reefs...
