Say you win a base assault and destroy the base replacing the sticker with a destroyed base sticker. Can you then build a new base there, and if so, same turn?

No reason why not, if you have the resources.
Just don't exceed your base building limits. For 2 players that's 5 imp and 3 rebel
I don't have the rule book on hand as it is upstairs, but I seem to recall something about not being able to place a sticker on a location that already has one. It is possible that section was just for initial placement though.

Must be as it also talks about how when a rebel base/outpost is found you put the correct sticker on.
