I did a search for this and was surprised to not find anything since it seems like a fairly obvious combo. Will Incentivize + To the Limit + Order Hit be allowed? My gut tells me no since To the Limit says, " Use after you resolve a special action during your activation to perform 1 additional action. Then you become Stunned." Since Order Hit is a double special action it does not meet the perform 1 action directive, but I would like to make sure.

Order Hit is a single action, it just costs 2 actions.
Does that answer the rules query? Well, not really.
Yes you can Incentivize + to the limit + order hit. Double action cost actions are still just an action, you just have to pay an extra cost in forgoing an extra action to perform it.
I also just realized that stunning Jabba is pointless. He doesn't care that he can't attack or move - he can still do all the actions he wants to even while stunned.
Order Hit before another special action: Order Hit is still just one (special) action (which requires to spend two action points), so it doesn't even conflict with the wording of To the Limit. Unfortunately we don't have separate terms for action points and actions.
Order Hit after another special action: The first action needs to be a special action to use To the Limit, then I would personally count To the Limit as giving one "action point", and be able to spend two action(point)s to perform a special action for Order Hit.
The ruling of bleeding only triggering once when you spend two actions to perform a double-action action does suggest the very hidden idea of action points (gaining action points and spending them to perform actions). If the rules are ever rewritten, I suggest making this distinction better visible.

The trigger is "Special Action", whether it is a ┌► or a ┌► ┌► or even ┌► ┌► ┌► ┌► (if it were to exist) does not matter. Performing a ┌► ┌► does not mean you didn't perform a ┌►, it only means you have an additional cost to perform that special action. The trigger has been satisfied.
Nope, you're splitting hairs there. The rules even state the difference. If the ┌► icon exists, then it is a special action.

Special actions are denoted on components by the ┌► icon.
A figure can choose to spend one of its actions to resolve a special action from one of its cards. If an ability has two ┌► icons, it costs the figure two of its actions to resolve this ability.
There is no such thing as a double special action, or an uber special action, or a hyper special action, or a super duper extra terrific yummy delicious special action.
