We recently finished an RtL campaign but it ended at mid-copper! Although the heroes were equiped with good items, the OL's lieutenants( they were two) were unbeatable and razed Tamalir easily. Soaring craetures made the battle very difficult, especially when our low-armored archers and mages died. The campaign ended and the heroes had 32 cp while the OL had 60. What do you guys think we are doing wrong. should we not spend on copper items at all? Note that Sir Arlic's regeneration makes him very difficult to kill. So how can we counter the Tamalir rush tactic

It's a feature / flaw of the game that the OL can rush Tamalir, especially if he starts nearby like the Titan does. You could agree a house rule: Some possibilities might include:
* Give Tamalir +2 Defence in Copper and +1 Defence in Silver to represent the growing strength of the OL.
* Tamalir gets +X Defence where X = 1/2 Cities on the map.
* Only one seige of Tamalir per campaign level.
* The OL and players enter a gentleman's agreement whereby he will not besiege Tamalir provided that the players purchase the two Tamalir wall upgrade cards.
The toughest seiges to foil are normally part-way through Copper (the OL gets out a couple of LTs and upgrades a monster class) and start of Silver, (the OL upgrades his primary monster type to Gold and, if the seige is not interrupted a secondary class to Silver)
The Tamalir Raze is just way to easy to do with a decent OL. You might want to consider replacing that win condition with the "Raze 5 cities" condition from Sea of Blood. You just have to consider what to do if Tamalir is razed. In that case, the heroes should be able to move their home city.
We house ruled that Tamalir cannot even be sieged until 4 other cities have been razed. And razing Tamalir is a win-victory condition for the overlord. This solves the question of where do the heroes go in-dungeon if Tamalir is razed early.
