I am going to be participating in a drop in game at my local store and they are mostly EtoE characters and that is the flavor of the game so far. the GM has said I can play a FaD force user, and have a starting obligation of 10, and I have no idea what that means as I only have the FaD core book and can't afford The EotE core book at this time. can someone please help me out by telling me all that I need to know about obligation especially at character generation?

Obligation is mechanic that represents something external about your character that comes back and bites them in the butt. The higher the mangitude, the more often it comes up to screw you over.
Depending on the size of your party you have start with a default value and can increase it for more xp/credits but you cannot increase the obligation more than the double your starting value. It sounds like you will start out with 10 obligation with a 20 max.
+5 Obligation = +5 starting XP
+5 Obligation = +1000 starting credits
+10 Obligation = +10 starting XP
+10 Obligation = +2500 starting credits
If you are a Force User, the easy one is a 10 magnitude bounty obligation on your head.

Kaosoe is right. I'd recommend contacting the GM and arriving 10 minutes early so that you can borrow his EotE book and read the 2 pages on possible obligations.
Because of my background with GUPRS, I tend to think of obligations as a specific type of character "Disadvantage." Being a force user, there are a couple of obvious possibilities.
As a Force User you have a "Secret" which if revealed can land you in a lot of hot water.
If you are a defacto former Jedi, there's a "Shoot on Sight" order you are subject to.
You are "wanted" by the Inquisitors, either to join the Empire as a force sensitive, or to be destroyed.
The obligation chart in EotE may give you some good suggestions to consider as you discuss your PC's specific obligation and how it will be employed by the GM.
An obligation is a hook for your character. There are some examples in the eote core rulebook, but they are just guides to help you build a character with a back story. Your only limitation is your imagination
