Does Colonel Jendon have to be able to make a genuine attack to use his ability to transfer it to another squadron. Or can he simply transfer it regardless when activated?

The wording on the card is "instead of attacking. . ." If you don't have the ability to attack, you can't do something instead of attacking.
If you activate him with a Squadron command, he can move and then use ability (instead of attacking), or use his ability and then move. If you activate him in the Squadron phase, he can only move or attack, so you can only move OR use his ability.
This is it.
Say I'm 1-2 away from a squadron who could attack, but CJ isn't himself within range. During the squadron phase can I - instead of attacking - even though there's no-one I could legitimately attack - pass my activation to the one who could?

But as Reegsk points out it says "instead of attacking" which I take to mean that you must get into a position where you could attack but don't.
Can't you attack if the target is not in range? I mean, measuring range is the first step when performing an attack right?
I disagree. You can use Jendon regardless if you can attack or not.
Instead of attacking means you would not go through the steps to see if you can attack. You just get to do something else, in this case, make another squad attack.
Don't need to be within range 1 or an enemy squad.
Beats me. I lean towards Mad Cat's interpretation but I don't know how we should be interpreting instead in this instance.
"ATTACKING" in the Rulebook is:
Attack
To perform an attack with a squadron or ship, resolve the following steps:
1. Declare Target (...)
Instead of Attacking, means instead of doing anything in the attack run - this includes Declaring or Measuring to a Target.
Ergo, Colonel Jendon can be out in the middle of nowhere (well, not really - there is a 1-2 range limit), and give up his opportunity to attack, in order to get someone else to attack.

Even with that, he's not in the backfield.
he can only effect a Squadron within Distance 1-2 to Shoot again.
So although he's not within the Death Zone, he's certainly approaching a Danger-Close Zone... Even more so when you factor "Snipe" into the deal.

This is Armada, not X-Wing. "Instead" is not a defined keyword in this game, so we should revert to using a dictionary on how to interpret "instead".

You do not need the opportunity to attack. You are replacing your ability to attack with something else. In this case, another squad can attack again.
Using X-Wing to make a ruling in Armada is a good way to break the game and make your opponent angry.
