Act 1A says "The investigators spend 2 clues per investigator, as a group: Draw the top card of the Cultist deck". Does this mean each investigator must spend 2 clues or can one investigator spend 6 clues?

The total number of clues required is 2 per Investigator, but it doesn't matter which Investigators contribute how many.
