Yes. You can find only trigger each effect once per attack but you can trigger as many effect as you have appropriate TLs available.

The general rule is that you can only use any given card or effect "once per opportunity". The opportunity for both regular target lock rerolls and Norra's ability is "when attacking". So, during the attack, you can use Norra's ability once, and a normal target lock reroll once, as long as you have the tokens to supply. It works because they are different effects, even though they both use the same token type. You just can't use a single one of those effects twice on the same attack.

As many as you want provided it is for different things and you have enough.

It would be just like the situation with Focus Tokens. You can only spend one to power each effect.

No, you may not. Like all other abilities, the ability that is 'spend a target lock to reroll any number of attack dice' is once per opportunity. You can only activate that ability once per attack, just as you can only spend one evade token to add an evade dice once, and only spend a focus to change all of your eyes to hits/evades once.

You may spend multiple target locks on multiple actions, but you may only take each action once per opportunity – in this case per attack.

It looks like Nora is spending the TL to reroll dice. After that has happened there is no more spending a TL to reroll dice even if that TL is coming from Shara as Nora would be treating that TL as her own. This is just like spending a TL to reroll dice then spending a second to do it again.

Now Nora could spend a TL to use her ability and add an "eye" to her result. She could then spend Shara's TL to reroll the dice including the one Nora's ability added. This is a case of one spending TL to reroll one time but spending multiple TLs during the turn.
