So I'm reading the description of the all out offensive finish to the cc and early it says that you do the all out offensive when you're desperate but in the rules for it it says only a team that is within four can do it. So I don't get it, is this when I'm losing or close to winning?

You can declare it if you're within 4....

If within 4 has your opponent ahead of you, then you're snatching Victory from Defeat...

If within 4 for you has your opponent behind you, you're trying to smack a nail in the coffin and put things to bed early.
