how the leadership card and it's 3 half action interact in RTL?

As far as I know it works the same as it does in Vanilla. At least I don't remember any errata about it for RtL.

Correct. You can perform any 3 "half actions", which are Move, Attack, Order, but one (and only one) of the 3 half actions must be an Order and it can be placed on any hero.

In other words, you can:

- Move + Move + Order
- Move + Attack + Order
- Attack + Attack + Order

(and not necessarily in that order, i.e. Move + Order + Attack, or Order + Attack + Attack).

Not really. According the the FAQ, you may not do the same half action twice.

Leadership (skill)
You may not choose the same half action twice with Leadership. It is not possible to place an order on another figure and an order on the figure with Leadership. It is possible for a hero with Leadership to give another hero a Rest order, and then have that hero activate and recover full fatigue on their turn in the same round that the order was placed.

Therefore, you could not do Move+Move+Order or Attack+Attack+Order. That is at least how we play it.

Hrm. I don't like the FAQ ruling and prefer the RAW, but be that as it may, that means you can only do a Move+Attack+Order in any order (i.e. Order+Attack+Move or Attack+Order+Move, etc).

You might want to consider replacing that win condition with the "Raze 5 cities" win condition from Sea of Blood.

We've house ruled that Tamalir cannot be sieged until 4 other cities have been razed. This mimics the SoB rule but keeps the flavor of RtL, plus solves the issue of "what if Tamalir is razed before the 5th city, which town do the heroes go to while in a dungeon?"
