Situation: Capt. Eden Vrill with APL bumps into Captian Yorr (Vrill moves first). Yorr reveals a 0-maneuver. Does Yorr technically bump, activating APL on Eden?

While the "touching" state remains there is no "overlap" that will trigger the APL.

If a ship begins its activation touching another ship and executes a [0] maneuver (or executes a maneuver that does not move the ship away), the ships are considered touching. Ships that are touching remain touching until either ship moves away (so that the bases are no longer physically adjacent).

Doesn't say to treat it as an overlap, just that they remain touching, so that's how I'd play it (no APL, can't shoot each other {unless Zeb crew involved}).
