Maybe something like that: enemy ships at range 1 receive 1 stress after performing an action.

Like some of the others said, I think there's more than enough Rebels crew going around the game. I can certainly get Hera since she's the leader of the bunch, but the Wook mentions Phoenix Leader, Phoenix One, and Dicer. If the pack is dedicated to Phoenix Squadron, let's actually make it about Phoenix Squadron instead of trying to wedge the Ghost Group into more ships? Heck I'd even put in Ahsoka in place of Phoenix One just keep Sabine out of things.
Ahsoka's ability needs to be rephrased (IMO). My understanding is that the PTL free action is not part of your activation. When you activate, you get an action. Then PTL triggers separately and you get another action. If this weren't the case, you couldn't, say, push off of Isard crew. Also, consider that her ability has virtually no utility in some matchups—there's plenty of ships that don't take multiple actions per round. It might be better to have her say "after an enemy ship executes a maneuver, if it is at Range 1 of you, it receives one stress token."
The Pylons should specify an enemy ship that YOU have locked. Otherwise I feel it gets a little broken--just have Corran or someone use FCS to pick up the lock and you can shoot anyone.

I think I will reverse it to differentiate it better.
"When defending, you may add 1 [hit] to the attacker's roll. If you do so, the attacker suffer's 1 damage."
If Ashoka's ability was "Enemy ships at Range 1 cannot perform actions", I don't think it would be too strong.
First, it would only be effective when you could predict where a higher or lower skilled pilot was going.
Second, it does not prevent enemies from using tokens assigned to them, so Manaroo, Mindlink, X/7 Defenders, Soontir's stressfocus, Dutch Targetlock, Hux/Fleet officer (maybe systems officer too) would all work.
It would be powerful, but not crazy powerful. A super ridiculous ability would be "Enemy Ships at range 1 cannot spend tokens or reroll dice". Simply not performing actions is much easier to counter.
Cassian Andor or Intel Agent would be your best friend.
