If you get a page that says "Error (403)" just click the "Open" button on the upper right. Also, it's an Excel spreadsheet. So if you don't have that program, you might want to download the Excel reader, which is free.

These two can only be applied to vehicles of Silhouette 3 or below, and I believe they can only be applied to land and air speeders, and not vehicles capable of operating totally outside of an atmosphere.
