Does Expertise make Rey a lot better than using VI, even against PS9?
Expertise on Sloop Rey is ridiculous. I've seen people run her with engine, but you can just take a Focus action and use it defensively while Expertise takes care of getting hits through. Her EPT is flavor based, but from experience I find this build the scariest.

Heavily depends on your local Meta. my meta is very mid-PS based. I could see problems facing Dengaroo, but that build rarely shows up here because it's just not fun to play against. Our meta has some very cool, very unique builds, dominated mainly by the Shadowcaster (I hate that thing).

Rey/Finn is just too hard to replace in this build... what else can you put there that gives you the same kind of power to allow you to put Finn in the U instead?

For me it is a choice between having Expertise (once it is available for real) or VI plus Inertial Dampeners on Rey along with Anti-Pursuit Lasers on the Lothal Rebel.
I like moving last and shooting first; I also like having the option of the Dampeners. I don't like being blocked and therefore losing my focus token, so it is very finely balanced at the moment as which I will be using. More practice needed!
PS Fickle, since you are reading this thread, thanks for your 2 ARCs + Biggs list - it's worked nicely for me!
I like Electronic Baffle on the U. Being able to pull the U turn, ditch the stress and drop a Cluster Mine on a previously bumped ship is huge.
Also i havent checked this but does Kanan work to clear the stress from the Sloop?
Im looking at the Expertise Rey, but Cassian is a little different. Designed to Bump but i like the ability he has more than Heff's.

Luckily Rey prevailed with over half health. I was facing two TIE S/F and two Zeta TIE's with JUKE/Comm Relay I believe. U-wing only put one hit on target after 4 die roll at range 2 first round. After Rey hit the same target one S/F was down to 1 hull. I ended up losing Cassian 2 turns later due to my inexperience with the U-wing flight/card flipping mechanics. dropping an agility to U turn a turn later is kind of sketchy, probably would have been better to get out of town with a 4 straight then doing it. I ended up winning and got my first double kill with Rey in one turn. BMST hit roll on 1 health TIE S/F and then a forward arc on second wounded TIE S/F gave me the double whammy! I decided to modify list and re-introduce engine upgrade after this match. Both ships without much extra for movement wiggle was too restrictive. The Jyn providing focus to Rey & Jan making evades for Swarm leader worked well but can be tricky to line up.

More gameplay leads me to believe you may be right. Swarm leader came into play at most twice in early combat.
The U-wing isn't particularly great at turning around even with a special action to do it. You have to drop one evade die and next turn when everyone has known for a turn that you'll likely turn around then you can do it. Meanwhile you get stress, lose actions. Not sure if I'm missing something but this ship maneuvers pretty terribly. I'm thinking a build that doesn't care much about stress, so you can sit like a rock and still function.

Engine upgrade, snapshot and enhanced scopes. Yes, they get the knowledge ahead of time that your going to flip, but you also get to do it before anyone else. Snapshot also limits them wanting to dart in front of you. You can also use it to distract and not flip if you think they may try to fly "behind" you, and still flip the card to get your evade dice. There is enough green to free it up.
I like EU on it a lot, really helps with getting around the board.

Hera and FCS works well for that but you cannot take any actions so it depends what else you want it to do. Add Ezra and for 29 points you have a ship that can sit still, normally fire with a TL and flip an eyeball to a crit on every shot once the stress starts stacking up.
Ive been working on a few U-Wing builds. Trying something a little different myself with different roles in mind though all using Cassian, most can be downgraded without the EPTs.
Build 1
First one is a bit of an all rounder. I really feel that, due to its mobility adding Sabine gives it some defence on its rear arc but other than that its got good potential as a second to either a VCX, Falcon or Dash.

So it gets the Target Locks handled, and Kanan is there to clear his stress, while Cassians own ability helps his wingman (say Dash). PTL so that every turn is Focus/Boost or for those couple of turns where you drop those bombs.
Build 2
So this one is all about the tricksy bumping. It hunts down a target, then gets into position to cause someone to bump it, then prepares for the U-Turn. Against a Large base ship this could be a potential 7 Damage drop without firing a shot.

At 38 points its one of the cheaper builds but Adaptability is literally because i can think of nothing else. This is the easiest build to downgrade to say a Blue Squadron. It also means that you could swap out Scopes for Electronic Baffle and put something more interesting in the crew slot instead of Chopper.
Build 3
This last one i think is a little bit nasty. Its a psuedo Buzzsaw but at the same time its also has a dirty trick that is a very good reason why the Rebels dont have anything like Palpatine.

So, Cassian moves in to set up a bump using Stay on Target (another ship has an Intelligence Agent). When his opponent hits him, you get a shot at the Ion. With Zeb you get to shoot and the FCS helps land the damage. Next turn you use dead stop thanks to Hera, he's Ion'd and cant clear your base, bumps again, rolls on Ion again, you trade fire again (maybe with Protons depending what it is).
I like to call this last one the Fly Trap. Depending on what it catches it could be a rough nose to nose fight but it has 4 dice with the rerolls and you're denying your opponent his actions.
