I think I know the answer to this, but I want to be sure that I am correct. I believe the answer to my question is "no" since specials and blanks have no value rather than a value of zero. So, no value is not less than two.

Can someone confirm this for me, or am I doing it wrong? Thank you!

I believe according to the rules special foce have a value of zero. See rolling for the battlefield in set up

The rules sheet defines Special's as never having a value, the RRG has them as value = 0. There's been other questions about it, so it would be nice for FFG to clarify 100% either way (Though I assume the RRG takes precedence).
