What do you think about 'The Inquisitor' + 'Snap Shot' talent? Could 'The Inquisitor' attack at range 1-3 to any enemy ship that execute a maneuver in his firing arc at range 1-3?

No. Snap Shot is a secondary weapon, Inq's ability is primary only.
