Regen is useful but it is not the pinnacle of Rebel tactics. Whilst it is powerful against lists that plink out damage slowly, it suffers against alpha-strike lists. I have killed Regen Poe in one turn with a pair of Tie Defenders at Range 1 and some good dice rolls.
Sometimes you are better off just not being shot than trying to weather the storm. BB-8/Poe is good at this, particularly with PTL at PS9 and the Black One title is just gravy. Not saying it is outright better than Regen-Poe, just different and it may work better in some scenarios.

THIS! This is what I am after. I am emphasizing Vectored Thrusters over Autothrusters for local meta reasons (lack of turrets). Overall power level is higher on Regen-Poe I agree, but for my local meta I am looking to optimize a build to keep Poe out of arcs. I feel like I am mainly waffling between R2 Astromech and BB-8 (with a little about Pattern Analyzer/Sensor Cluster). I appreciate the advice so far, looking forward to trying these out on the table!

Pattern analyzer is amazing on a T-70 with R2 and PTL, trust me.
I have been away from the game since July (grad school + work) and so I am VERY unfamiliar with Pattern Analyzer. I also suck at the mental gymnastics of all the potential interactions and usually need to see the interactions to 'get it'. Do you mind expanding on some particular situations that you find it superior to Weapons Guidance or Sensor Array?
Pattern Analyzer lets you apply the effect of your maneuver (Green or Red) AFTER you do Actions. This has two benefits:
1. Obvious: Lets you do an Action on a Red manuever
2. Less Obvious: Lets you clear a stress after you do PTL on a Green Maneuver.
So the idea with the likes of Poe (or any T-70 for that matter), is that you would PTL most of the time, but since you use Pattern Analyzer, it would clear your stress on the SAME turn. This opens up your dial, and specifically allows for Trolls or a K-turn, which normally is not possible with a PTL build. In addition, you'll even get 1 Action on those moves, which is nice. The one disadvantage of this is that the turn after you pull a Red, and do a Green, you'll need to decide to A) PTL and take a Stress AFTER the Check Pilot Stress step (this is what normal PTL aces do, but throws you off of what you were doing before, as now you'll have a stress) OR B) only do 1 Action, to essentially 'reset' yourself.
In answer to your second question, no one has really found a use for Weapons Guidance yet (but maybe with Expertise they will????), but Sensor Cluster is a very strong Tech, especially for Poe, as he can change 1 Focus into an Evade, and then change 1 Blank into an Evade with Sensor Cluster. I would recommend taking Sensor Cluster if you have R2-D2, as it really adds to your tankiness.
Really, with Poe and the T-70s, Sensor Cluster and Pattern Analyzer are both very solid, and it depends on your build and what you are aiming for.

Explanations:
R2 Astro > BB-8 - I want to be able to have access to the green Hard-2 that can be followed up with Boost or BR for positioning. I am looking to build an Arc-Dodger Poe and having the ability to BR later rather then immediately seems (theoretically) valuable. I am curious about the added defense of Autothrusters with the BB-8 build. Ultimately, in my mind it seems like the BB-8 build can't turn like the R2 build. Maybe someone much smarter then me can prove to me otherwise?
Ultimately, I have to get this on the table (X-Wing night isn't for another week) and get a feel for the different builds before i can feel confident.
As another conversation starter any recommendations beyond the Falcon and YT-2400 for friend(s)? What about a way to feed Poe focus tokens?
This is the Poe I've been running since the release of HotR. I absolutely love it.Sure, he can't regen, but the options for actions and movement is insane. PTL without stress is amazing and he never has to be without that focus he so desperately needs.
Consider Primed Thrusters over Pattern Analyzer when running BB-8 Poe. The ability to be able to do the BB-8 barrel roll even while stressed can be a lifesaver.

Yes, the BB-8 Poe, the competition for the Tech slot is really between Primed Thrusters or Sensor Cluster IMO. The first ensures you can keep your repositioning moves, the second helps to compensate for the loss of Regen by making you tankier.

They hate turrets, I trust them. I am working in the assumption that the TLT wont inspire the same hatred as Zuckess-backed Dengar or Predator RAC+Vader. Plus, i have never run TLT y's and just feel like I should know how they play. Now if I just had R3-A2
I have been torn on whether to back Poe with the TLT/Z or just run him with Fat Han/Super Dash/Kanan Ghost.

I just flew your Poe build. I must say its awesome. The Pattern Analyzer with R2, PTL, and VT works so well together.
I didn't like not being able to Regen and Poe nearly got destroyed but the post dial repositioning was sweet.
I think flying him with Jyn or Kyle to feed focus tokens while Poe boosts and barrel rolls with green 2 turns and never picking up stress is bonkers.
And while I never used Black One, I didn't need to because my opponent never bothered with a TL, knowing Poe was going to shed them.
VT were great as well. Better than BB8 for positioning.

Great to hear! Makes me a little jealous. I think I am going to proxy it up for local game night! I am thinking Jyn as the support on either a B/U-wing (U-Wing let's me take Jan Ors as well).
