Does the ship with the card count, It's Friendly, It's at Range 1-2, so can you clear 2 stress from it?

Yes

If you are looking for a friendly within a given range you are friendly to yourself.

If you are looking for another friendly within a given range you are not "another" ship from your PoV.

You can change "friendly" to "allied" if it matters to you.

As long as it doesnt say "other" then it works on yourself.

This is why everyone hates Systems Officer, it says other friendly ship. Inspiring Recruit does not.
