If I'm successful at this test, do I have to resolve the second part of moving to a Central location?

I just found a thread on BoardGameGeek that said Matt(the designer) answered saying that if you pass the test, nothing happens. the "pre-then" text is the taking 1 damage and 1 horror.

So no, you would not resolve the movement section if you are successful at the test.
