Hunting Shadow and no clues?

The text reads.

Revelation - You must choose either (choose one): Spend 1 clue or take 2 damage.

If you have no clues when you revel Hunting Shadow, can you choose "Spend 1 clue" and then not be able to meet the requirement or do you have to choose the take 2 damage in that case?

You can't spend a clue you don't have.

No but you can choose between two penalties and pick the "Spend a Clue" penalty and then fail to meet it's requirement. There are other games that let you pick between penalties, but if you can't meet a penalty you just ignore it. Hence the need for clarification.

If that's the interpretation, then the card is broken.

Under Must in the Rules Reference:

If an investigator is instructed that he or she "must" choose among multiple options, the investigator is compelled to choose an option that has the potential to change the game state.

Choosing "spend a clue" when you have no clues will not change the game state, so you can't choose that option.
