it never really occured to me until i went back to my tomb of adventues book and looked at some of the stats.

One of the actions for the skaven is a ranged one and requires a ranged weapon to be equipped. That made me wonder, does it say anywhere, what equipment the monsters have or is it up to us as the players to create them.

The creatures are assumed to be equipped with the weapons in their descriptions. If you choose to equip the creatures with a specific weapon, you will have to use the stats from that weapon. Page 46, Tome of Adventure, second column, first paragraph.
