Does Snap Shot proc if a ship overlaps a ship with snap shot? I would assume no.

Generally a "can NOT" will override any special ability that may allow something. Because two ships that are touching generally can not target each other then Snapshot isn't going to get around that unless it is specifically allowed to which it is not.

Obvious exception being Arvel Crynyd.
