Card text:

"You gain 1 additional defensive retrofit icon in your upgrade bar."

"You cannot equip this card to a medium or large ship with a defensive retrofit in its upgrade bar."

Okay, so obviously this excludes both the ISD-I and the ISD-II. However, it appears that this card will allow for defensive retrofits to be added to gladiators, victories, and interdictors (Raiders too). Of course, she is a unique card, so only one ship can obtain her benefit, but she is an amazing officer nonetheless.

The second sentence on the card does not exclude the aforementioned ships because they do not come equipped with a single defensive retrofit slot to begin with.

In other words, an interpretation of the text of the card would read as follows:

"You cannot equip this card to a medium or large ship with (i.e. that already has ) a defensive retrofit icon in its upgrade bar."

Therefore, medium or large ships without a defensive retrofit slot may gain "1 additional defensive retrofit icon in [its] upgrade bar" with this card equipped.

Is this the correct application of the card? I sure hope it is.

You cannot currently put it on an ISD-II.

You can put it on an ISD-I (As that has two offensive )

The restriction is to stop you from having two Defensive Retrofits at the same time, unless you are an Arquitens...

Rejoice, because this does imply a Medium Based Imperial Ship with a Defensive Retrofit in the future...

But she can still apply to the other ships I mentioned, right?

"You cannot place Minister Tua on an Imperial-II Class Star Destroyer."

If its not an ISD-I I, you can put her on it, and gain a Defensive Retrofit slot.

The list may grow in the future, if you get more Large or Medium Ships with inherent Defensive Retrofit slots - but for the moment the ISD-II is the only restricted ship.

No, Arquitens is a Small Ship.

She can go on the Arquitens.

Because the Restriction is large or medium ship which has a Defensive Retrofit ....

No Restriction for Small Ships with Defensive Retrofits.
