99% of the time, the only thing that happens is that the ship that was moving gets to take no action.

It's called Overlapping ships in the rules.
On the forum you'll also see it called bumping or blocking and is one of the techniques use to derive higher PS ships from performing much needed actions.
As above, when a ship overlaps it loses its perform action step, so you'll quite often see people take a cheap ship with a generic pilot, such as an Academy Pilot or Prototype Pilot and use it to position itself in such a way that the opponent is sure to bump into them. It really hurts an expensive ship if it loses its dice modifiers such as focus or target lock.
