For instance, I have Ahsoka tano on a NEB B, When my Pelta Command ship activates can I use Ahsoka Tano at the very start of activation to change a token(Navigate) to a Engineering token, then use "Shields to Maximum"?

How does "Shields to Maximum work?"
A ship is "friendly" to itself.
So an ability that affects "friendly ships" will affect the ship with the card.
You spend 6 points on your Pelta.
It doesn't make a difference at all cuz that ISD just did 9 damage to your CR90.

It says at the start of the ship phase, so you have to have the token before the start of the round in order to use it. If you want to use the command in round two, you need to bank or steal one in round one. If you want to use a token in round one, you need Garm to hook you up.
Orders occur at the start of the ship phase, before the first activation so it doesn't combo.
The same way Redundant Shields do. Or don't.

I know it isn't super practical, but an MC80 Assault, with ECM, Redundant Shields, something nearby doing Projection Experts, and Shields to the Maximum results in 4 shields being regenerated per turn on the 80. Spam engineering and I'm not sure that thing would die....

Edited by Card KnightI think Shields to Maximum will be interesting in a TRCR-90 build that looks to stay at long range.
Those fleets survive by staying at range and spreading out return fire. Being able to fix up the light damage that they take could be really helpful.

Shields to Maximum must be triggered, at the start of the Ship Phase (This is after you have Set Command Dials, but before you reveal one).
You discard the card, or spend the Token on the Pelta that Shields to Maximum is equipped on.
At which point, Every friendly ship has the ability to regain a Shield before it reveals its Command Dial. This includes, again the Pelta that Shields to Maximum is equipped on.
The interaction with Ahsoka Tano, however, is as described above. Ahsoka will allow you to change one Command Token for Another, but it is done during Ship Activation... Ship activation is during the Ship Phase, which is After the Triggering Point of Shields to Maximum....
Ordinarily, this will mean that, first Turn, you cannot trigger a Fleet Command without discarding the card (Unless you have Garm Bel Iblis).
Because you will need the first turn to Bank a Token (and potentially manipulate said token into what you want), before holding onto it, to have it at the Start of the Second Tunr, when you can potentially use them on Fleet Commands.

Thats on par with a Motti ISD (Hull + Shields = 26) doing repair once or twice, so a tough target but far from unkillable.

One other question, lets say I have the Pelta with a engi Token and a nav token and I have a Neb B with Ahsoka Tano (which is within range).
At the start of Pelta's ship activation I use the engi token to use shields to maximum, can I then use Ahsoka ability to change the nav token to an engi token? if so, can I then use that token this round? Say to gain one shield?

What you could do is, assuming you already have a Repair token, is use Shields to Max at the start of the turn.
Then, when the Pelta activates, Ahsoka could turn its nav token into a new Repair token, setting it up for the next round.

I think shields to maximum is the best upgrade for the ship. Put Raymus on the pelta with Ahsoka in an adjacent ship and you'l have all your ships getting a shield every turn ![]()
Any command you choose you get a token, which Ahsoka just changes to an engi token. So the way I would play it is have the Pelta (command version) doing squadron commands every turn (activating three squadrons a turn) and getting Ahsoka to change the squadron token to an engi one.
