It doesn't appear to be limited to either side. Odd that. It can be used by either side if that is the case.
BoShek doesnt give YOU any control over the dial. The owning player of the ship in question you are touching when he activates changes the dial, but is limited to 1 of 2 options.
Also i dont know what good IA or Cassian would do for you. BoShek does nothing for your activation, so why would you care if you know his maneuver? if youre trying to BoShek him, fly right into him before he activates bam he's been BoShek'd
edit: Actually i do see a reason to have both, though Cassian might as well not be wasted for this.
Intel Agent start of round: look at ship's dial. You know what it is now. Slam into him before he activates with BoShek.
1) If maneuver was predicting a BoShek, opt out of BoShek since it does nothing unless you opt to look at its dial WITH BoShek when that ship activates (note the may -> if you do -> must)
2) If maneuver was not predicting a BoShek, opt for BoShekification.
3) ...
4) Profit!

Knowing the dial before you BoShek lets you maximized Boshek's effect. If they plan a bad maneuver you don't look at it, a good maneuver you can BoShek it up.
It doesn't appear to be limited to either side.
In the interview they point out that BoShek was at one point part of the Empire, Rebellion and "Scum and Villainy" so it was a good fit for a crew that all three factions can use.

Knowing the dial before you BoShek lets you maximized Boshek's effect. If they plan a bad maneuver you don't look at it, a good maneuver you can BoShek it up.
Not to mention blocking them in the first place..............................

You don't HAVE to trigger BoShek. Therefore knowing the dial before you have to decide to trigger BoShek is good. + cassian andor or AS boost can help you bump or not bump.

Using BoShek to look at the dial of a touching ship is optional, but if you choose to look at it the dial must be changed. If you have a different upgrade card that allows you to look at a dial you'll know if you want to use BoShek.
Bo Shek isn't limited to triggering once per round. I don't know that it will be a common occurrence but he can affect every ship that activate while he is touching them.
Even though BoShek comes with the ultimate troll blocker ship, he is also a good crew to use against blockers.

You're only like 3 pages late with that.
The only way you can redeem yourself now is if you math up a matrix of how many points BoShek is worth depending on the dial and the relative PS differences of the ships involved.
For all wondering how he can change the maneuver dial: He is force-sensitive (at least in SWCCG
)
