I think Rebels is coming for sure, just not sure when or how big. It may just be some ally/villain packs like the inquisitor pack was.

As long as I get a Chopper and an Ahsoka I don't care what the rest is like.

The cycle for IA is pretty long. If they aren't working on Rebels/Clone Wars stuff now, that means if they turn around and start working on it tomorrow we won't see it for AT LEAST a year if it's a box set. Ally packs are a bit different but still have quite a long start of development to arriving in store time.

Ahsoka would be a tough mini to paint I think with her blue stripes.

True, though not too terribly different than Diala. Though, I think canon figures are always a little tougher because there's some expectation along with them. I say, bring on the challenge!
