Re. Rexlar, the attack is not dealing at least 1 damage card to the defender, therefore his ability does not trigger. The damage is not coming from the attack, it is a cost to trigger an ability. The facts that it interrupts the attack and that the cost is suffering 1 damage don't mean that the attack is dealing the damage.

This is just like a Tractor Beam moving the target onto a rock. The "attack" itself may not be dealing the damage directly but damage is still being taken as part of the attack. Rexlar should work against Countdown.
Not really sure how your tractor beam example is relevant? Also, as Rexlars attack Dice are being cancelled so Countdown suffers one damage, Rexlars ability won't proc

Because, per the ruling around Boba crew, if you tractor someone onto a rock, and the rock crits them, you can trigger Boba crew off that.
The argument is that the same applies here - because the damage Countdown is taking is a direct result of Rexler's attack, it means he can proc his ability and flip it face up.
Whether this is a good argument or not will come down to FAQ. It's not clear one way or the other.
