The card "It Binds All Things" states: "Before you play a Blue upgrade, you may exhaust this support to decrease its cost by 1."
My question is on how it is played. Is this a response to playing the blue upgrade or is does this count as an action? I mean, do I announce I have an upcoming upgrade, but instead use my action to exhaust the IBAT then play the Upgrade next action? If that is the case, if I have 2 IBATs out, can I reduce the Upgrade by 2?
If it's not an action, is it just a situation where you say you are playing the upgrade, exhaust the IBATs, and then just pay one less resource?

Yup. This. And if you have two, you can exhaust both to reduce the cost by two.
