Frozen in Fear drawn from investigator already affected by it. What happens?

I've been trying to figure out how to handle this situation. My investigator drew Frozen in Fear in his first mythos phase and failed the check at the end of his turn. The next mythos phase he draws another Frozen in Fear. I played it as a second copy, but only acted like it was a single, persistent effect. Meaning, he only had to pay 2 actions for fight,evade or move, but required that he pass both of them before being able to take actions like normal. It seems like there are a lot of ways this could have been handled, however. The ones that came to mind for me were:

1. The way I described above. (compromise)

2. The second copy doubles the effect, so moving, fighting and evading would cost 3 actions. (worst scenario)

3. The treachery card is discarded since it is already affecting the investigator. (best scenario)

4. Treachery is discarded and another is drawn (compromise)

Anybody know if there a specific rule on this? I couldn't find anything about duplicates when I was digging through the reference book. I know that there is a peril rule which would lean towards #2, but I'm already playing it on easy so I decided to take a compromise solution.

You're looking at the worst scenario, unfortunately. So your first Fight, Evade, or Move action will cost three actions (and therefore, likely be the only action of that turn). At the end of the turn you'll trigger a test for each through the Forced card text. You can pass one, to get it back down to 2 actions, and then passing the second would free you from your fear. If the card was worded that it cost "2 actions" instead of saying "1 additional action" then your original compromise way would be correct. So the best thing to do is just draw 3 cards, and hope you got some icons to commit to passing those tests.

Yep. 1 extra action, twice. 2 separate tests to discard 2 separate copies.
