I've shown empirically, it occurs with all dice that I throw... And only then...
I went through 2 months where I just borrowed opponents dice - and my dice rolls didn't change, and neither did theirs - still hot on their ends 
I once threw 3 blacks. Got 3 blanks.
Rerolled with OE, got 3 double hits.
That was satisfying.

Tempest is actually quite nice as a rhymer (or other flavor bomber) ball. It ups damage to 1 on average, lets you use bcc and the bomber keyword is key on several objectives.

My dice must think im a dicist or something. Blue dice absolutely love me i roll them extremely well all the dang time, but black dice? 2 blanks on the whole dice? four blanks in 1 roll....
Blue dice have no blanks which makes them consistent, countered by lack of doubles.
Tempest for me is an escort which has no drawbacks if your opponent goes squadronless
