As long as FFG does not touch prequels Episode I-III, I think I may live with Rebels even though I have not seen the series.

Palpatine usually doesn't get into the fray, as Vader does it very well and it keeps up appearances. However, I don't think he is beyond it and we should see him represented in the game at some point. Also, being really powerful doesn't necessarily means that he needs a very high deployment cost (something like 12 should be fine, 15 could still be good if they wanted to give him two defense dice). He could do a lot for his cost, for example, without being as tanky and powerful as Vader. Regarding Vader, I am pretty sure we will eventually see a cheaper, little less powerful one printed. A 10-12 points Vader should be fine and he could do a lot for that cost without being so tanky.
As far as the Palpatine card goes, they could give him a GYY ranged attack. Low range potential, lots of surge and damage potential, it would feel like force lightning . And he should have probably have Lure of the Dark Side built in.

Considering that FFG likes making money I feel we will see most of the named Star Wars characters, especialy those from the original films as people know who they are and would, generally, be more willing to buy them than characters made just for the game.

See, if he's going to be on the front lines in something, I feel like it's be more likely to be a smaller mission that a large scale battle. I'd picture his Agenda mission would be the Rebel heroes trying to assassinate/capture him... only to fall right into the Emperor's trap!

My thoughts would be that you cannot win his card in his mission, but rather a reward card instead that aptly shows his influence in some way. That way you keep his actual appearances to a minimum, his mission and any campaign missions that use him, but you still feel his presence in terms of supporting the Imperial player with a powerful ability.
Subtrendy, I feel what you're saying there. I like it too. If they released a Campaign only, by all means bring it in for exacty the sort of mission/s you are referring to. we have a few Jedi and Force Sensitive Heroes that would certainly warrant the attention of the Empire's Force Community.

I'd love to get Mara Jade in the game even more than the emperor, but unless they recanonize her I doubt she will be added to the game any time soon or at all. I really hope that since Thrawn was added to the new canon recently we will see the other popular Zahn character added soon, be it in the comics, a spin off film, or in Rebels.

I mean, he's obviously good, but 22 points is a lot to spend all in one place. You could get almost 4 regular Stormie squads out with that many points, which would net you 24 actions per turn, rather than Palpatine's 2. They obviously wouldn't be as powerful, but it generally pays off to have larger, more adaptable forces than a single powerful unit. Sinking 22 pts into one figure is basically asking to lose.

Yeah, Vader is cool, but he suffers from exactly that. FFG is clearly trying to bring down the costs of their heroes. Here's to hoping for an adjusted Vader card sometime in the future.
I wouldn't think of cost as something like "rank" but rather of how useful their combat abilities are. While Palpatine is certainly incred\ibly powerful in the EU, what we see in the canon films of his power is also very much aligned with psychological manipulation. He'd be a hearty combative unit, to be sure, but I think would work best as a support unit, not unlike Jabba. Honestly, I'd not charge more than 12 threat for him.
Of course, in a sense, high costs can also be useful in campaign play since the problems associated with them would tend to discourage the use of many major characters except for the story missions where they are assigned. It'd be kind of silly IMO if the Emperor or Vader dropped in for all the missions in the back half of the campaign since they were always cost effective.

I get what you're saying, but thematic things like this are best left to the players.
Otherwise, you're effectively just trying to prevent the character from ever being played- and if that's the case, what's the point of even having him?
