About the source material, there is one reference, actually:
"In X-wing Alliance, the Avenger's speed is significantly toned down. Its maximum shield level is reduced to below that of an X-wing, though it regenerates faster. The TIE Defender's attributes were also similarly toned down for balance issues." (end of this page)
But i already said that. I also said that Astromechs speed up that process dramatically, though. From playing those games, it can take a solid minute or two to recover shields from 0 to 100% if you redirect completely to shield power. And, again, turns in X-Wing are roughly 3-4 seconds. TIE Avengers never recovered shields that quickly.
Still, ultimately the point here is that the faction known for regen can't spam it on generics, yet here you can for some reason. Additionally, this regen is more effective at doing what regen is supposed to do, which is running away quickly and recovering shields, because you have 2 other identical ships you can sub in while it gets shields back, then rinse and repeat, because there is no limit on the speed of the maneuver you can make. The fastest maneuver Corran can make to get out of dodge and still regen is a 3 straight. With these it's a 5 straight. And, in all honesty, just because it's a 3/8 chance doesn't really mean it's not effective, since you can just hang out and turn in circles until you're fully regen'd then rush back in. Regular regen is annoying as-is, this takes that to a whole more stupid level. I think this is super sketchy game design. You're doing it because "Why not?" not because of any specific game design reason. If you can prove that the TIE Avenger, and the Imperial faction as a whole needs regen in the fashion you've presented it, and have that stand up to criticism, then i'll reconsider my stance.
