Can one attach an Upgrade while a Character is Exhausted?

Or is it as if an Exhausted Character has been out to the battlefield and can't be reached?

Just starting out and am having a lot of fun playing the starter sets.

Yes exhausted characters can have attachments played on them. You just can't roll the die it adds (if applicable) until they activate again.

Unless a card allows you to roll the die, i.e. Sith Holocron.

Switch this upgrade with a Blue ability upgrade in your hand, ignoring its play restrictions. Then you may spend 1 resource to roll its die into your pool, if able.
